 Compassionate Appointments Related GOs:-

 G.O.Ms.No.687 Dt 3-10-1977

  • The Government, in the G.O. cited, has relaxed the employment exchange procedure for appointing the spouse or dependent children of a deceased Government servant who died in harness as a social security measure.
  • These appointments are described as purely temporary, and for regular appointment, the candidate must be selected by a selection committee.
  • Representations have been made by bereaved family members appointed to Ministerial posts (such as Clerks, Typists, Steno-Typists, and other lower categories) under the G.O., requesting that their appointments be treated as regular without selection process as per recruitment rules.
  • The Government has carefully examined the matter to provide permanent relief to deserving bereaved family members. The following orders are issued, superseding previous orders of the Employment and Social Welfare Department dated 27th December, 1974:
    • Eligibility Criteria:
      • Candidates eligible for appointment must be the spouse or dependent children of the deceased Government servant who died in harness.
      • There must be no other earning member in the family.
    • Application Process:
      • Applications for appointment under this measure shall be entertained within one year from the date of death of the Government servant.
    • Nature of Appointment:
      • All appointments under this G.O. shall be temporary at first.
      • However, services of the appointed persons will be regularized in posts where the pay is equal to or less than that of L.D.C.
    • Regularization Conditions:
    • Temporary appointments of spouse or child of a deceased Government servant can be considered for regular appointment without undergoing the normal recruitment process if they meet age and educational qualifications as per recruitment rules.
    • However, the following procedures must be followed:
    • (a) A formal vacancy notification may be sent to the Employment Exchange.
    • (b) After appointment, the authority must submit details of the selected candidate to the Employment Exchange.
    • (c) Appointments must be notified to the Director, Employment and Training, except for High Court cases.
  • The present G.O. shall apply to all cases of Government servants who died in harness on or after 27th October, 1973.
  • The Government directs that regular appointments made under this G.O. shall be kept outside the purview of the Andhra Pradesh Public Service Commission.
  • Necessary amendments to the Andhra Pradesh Public Service Commission Regulations shall be issued separately.

Government Instructions on Appointment

  1. The Government of India have issued instructions to appoint without reference to the Employment Exchange a son/daughter/near relation of a Government servant, who dies in harness.
  2. This appointment is considered when the deceased Government servant’s family is in immediate need of assistance, with no other earning member in the family.
  3. The appointment is to a post which is required to be filled through the Employment Exchange.

Board of Revenue's Suggestion

  1. The Board of Revenue suggested that the concessions available to a son/daughter/near relative of a Central Government employee who dies in harness may be extended to a son/daughter/near relative of a State Government employee who dies in harness leaving his family in indigent circumstances.

Government Decision After Consultation

  1. The Government carefully examined the issue in consultation with the Director of Employment and Training.
  2. They direct that a child (son or daughter) or spouse of a deceased Government employee be appointed without the medium of Employment Exchange, subject to the following conditions:

Conditions for Appointment

  1. The concession is restricted to a child or the spouse of only such an employee as has died in harness, with no other earning member in the family.
  2. A formal notification of the vacancy may be made to the Employment Exchange.
  3. After filling up the vacancy, the appointing authority will furnish all relevant particulars of the candidate to the Employment Exchange.
  4. Such appointment should be made with the prior approval of:
  • Director, Employment and Training (if it is in the twin cities).
  • District Collector (if it is in the district).
