Leaves and Leave Rules
Leave cannot be claimed as a matter of right
π Andhra Pradesh Leave Rules, 1933
- The Andhra Pradesh Leave Rules, 1933 are contained in Annexure III to the Fundamental Rules, which came into force on 4th September 1933.
- Application of Rules
- The A.P.L. Rules, 1933 apply to:
- Holders of posts under the rule-making control of the State Government who entered service on or after 4-9-1933.
- Employees who entered service before 4-9-1933 and opted within six months to be governed by these rules.
- Employees of erstwhile states who elected to come under these rules.
- These rules do not apply to the contingent establishment and persons appointed on daily wages.
- Note: For leaves not covered under A.P. Leave Rules, 1933, the leave provisions of Fundamental Rules shall be followed.
- Duty: The term "Duty" includes:
- Casual leave absence.
- Absence on holidays during a continuous period of duty or holidays prefixed/suffixed to leave.
- Absence during vacation.
- Foreign service, if leave salary contribution is paid.
- Joining time.
- Any period treated as duty under FR 9(6)(b) and subsidiary rules.
- Earned leave is calculated based on the period spent on duty (Rule 4(a)).
- Service: Service refers to the period spent on duty and on leave, including E.O.L. (Extraordinary Leave).
- Half-Pay Leave: Half-pay leave is granted based on 20 completed years of service (Rule 13(a)).
Definitions
Kinds of Leave:
- Earned Leave on full pay.
- Half Pay Leave.
- Commuted leave with full pay on Medical Certificate.
- Leave not due on Medical Certificate
- Surrender of Leave or Encashment of leave in lieu of Surrender of leave.
- Leave preparatory to Retirement
- Extraordinary Leave or leave on loss of pay
- Study Leave
- Hospital Leave
- Maternity Leave & Peternity leave
- Special Disability Leave
- Casual Leave
- Special Casual Leave
- Leave for participating in Sports and Cultural Activities
- Leave for office bearers of recognised Service Associations to participate in meetings
- Leave for Employees who participate in the Rallies, camps etc., of the A.P. Bharath Scouts and Guides
- Terminal Leave
